Dude his acting is so insane here. His entire body language and tone changes when he meets Batman. It's like he doesn't respect anyone else the same way. He barely makes eye contact with the other characters, he's kind of condescending, doesn't take them seriously. But in his scenes with Batman, he's like oh a dude as crazy as me. He talks to Batman completely differently and it's subtle enough too. It's like he's trying to convince BM to fully embrace the crazy and stop trying to play both sides. Reminds me of Tyler & Jack's conversation in Fight Club in the limo before the crash.

So I'm 100% certain that this scene is in the future where Bruce has become Batman and has put Joker in Arkham. It makes total sense why he would think it's funny, him being the reason for Batman. The music even suggests it with lyrics saying some people get their kicks stomping on a dream, getting hit down and getting back in the race. It points to how Batman always foils the jokers plans but he keeps getting back up to prove his dream of what people truly are. On top of that, Arthur is portrayed a bit older and Arkham has modern finishes with white tiles and white floors compared to earlier in the movie when the tiles were yellow and the floor was a dark green. This scene is truly genius.
