The act also allowed the government to monitor personal correspondence of foreigners without sufficient suspicion. The act was largely approved by both Republican and Democratic Congressmen. However, civil liberties groups generally opposed the new law because it expanded powers that already existed under the Foreign Intelligence Surveillance Act (FISA) of 1978.On September 11th 2001, Al Qaeda terrorists hijacked American Airlines Flight 11 and United Airlines Flight 175 using box-cutters during takeoff for an attack on New York City’s World Trade Center. Both of these planes crashed into the World Trade Center’s twin towers after passengers were diverted to routes with less fuel. According to the 9/11 Commission, Flight 11 was hijacked between 7:59 and 8:01 a.m. and Flight 175 was hijacked between 8:14 and 8:15 a.m.. The hijackers flew the planes for over an hour, turning them to target New York City, and crashing both into the World Trade Center’s twin towers at around 9:03 a.m. Local news coverage began just after 8:46 a.m., showing both towers on fire from commercial airliners that had crashed into the buildings earlier that morning. The original plan was to fly the hijacked planes to Washington, D.C. and crash them into the White House or the Capitol Building. The planes were deliberately crashed into the World Trade Center and Pentagon to target symbols of capitalism and American military power.The attacks left nearly 3,000 dead and caused around $10 billion worth of property damage. More than 90 countries lost citizens in the attack, including the United Kingdom, Afghanistan, Pakistan, India, France, Germany and Japan. After 9/11, President Bush signed a memorandum to authorize a no-fly zone over Washington D.C., which was expanded to cover New York City as well. In response to 9/11, Congress passed Senate Joint Resolution 23 authorizing military action against those responsible for the attacks.
