Chrome android ask before downloading anything

I noticed that whenever you download a PDF in Chrome, it consistently makes two requests, and then cancels one of them. This is causing the request to be registered twice in my Web app, which don't want. Is there a way to get Chrome to only make one request for PDFs? Is there a way to get the stock Android browser to auto-open a PDF, Word or other typical file without having to go through the process of downloading the file and then getting the user to open the file from the Downloads app or the Notification bar? I think the question was about to open a local file directly instead of downloading a local file to the download folder and open the file in the download folder, which seems not possible in Chrome, except some add-on mentioned above.

If you want to save each downloaded file in a different specific location we can set the path for the resultant download folder location for the chrome brows. Tried going to settings and changing download settings. I do not see anything to change except options on where downloads go.
