ＺＩＰＡＮＧ ＴＯＫＩＯ ２０２０「日本美しの森 お薦め国有林 其の参『東山風景林』」

「日本美しの森 お薦め国有林」其の参 林野庁では、今般、「日本美しの森（にっぽんうつくしのもり） お薦め国有林」を全国で93箇所選定しましたので、お知らせします。 1.概要 林野庁では、平成28年3月30日に「明日の日本を支える観光ビジョン構想会議」（議長：内閣総理大臣）により策定された同ビジョンを踏まえ、平成29年度より国有林の「レクリエーションの森」※を核とした山村地域における観光地域づくりの取組を推進することとしています。 今般、優れた自然景観を有するなど、観光資源としての潜在的魅力が認識されるレクリエーションの森を「日本美しの森 お薦め国有林」とし、有識者の意見を踏まえ、全国で93箇所選定いたしましたので、お知らせします。これらのレクリエーションの森においては、重点的な情報発信、環境整備などを通じその魅力をさらに磨き上げていく方針であり、地域振興のために一層活用されることが期待されます。 ※国有林の中でも、特に優れた自然景観を有し、森林浴や自然観察、野外スポーツ等に適した森林を「レクリエーションの森」に設定し、広く国民に提供しています。平成28年4月現在、全国に1,055箇所あります。 2.今後について この「日本美しの森 お薦め国有林」については、今後3年かけて多言語による標識類の設置やホームページの整備等の情報発信や、修景伐採、施設整備等の環境整備を行い、多くの方に日本の美しい森林景観を味わっていただけるよう、地域の方々の協力のもと、取り組んでいくこととしています。 初年度の29年度は、「代表例」の箇所から情報発信、環境整備を行います。 また、今年度、「『日本美しの森 お薦め国有林』フォトコンテスト」を開催することなども検討しています。

東山風景林

京都市街の東側に位置する約190haの国有林からなり、東山三十六峰のうち十四峰を占め、市街地から穏やかな山容が眺望できる京都市のシンボルといえます。 この風景林は、銀閣寺、清水寺、南禅寺、八坂神社といった歴史的・文化的に重要な社寺仏閣の借景で、箇所毎にアカマツ、ヒノキやそれらと落葉広葉樹との混交林、常緑広葉樹などが生育しています。 東山風景林の林内には京都一周トレイルコースなどの遊歩道が縦横に整備され、史跡探訪、自然観察、バードウォッチング等に利用されています。 京都の夏の風物詩である京都五山送り火（大文字、妙法、船形、左大文字、鳥居形）の大文字は、銀閣寺山国有林のすぐ上に位置し、国有林内の遊歩道を進めば火床に到達します。火床からは京都市街（天気が良ければ大阪市内の高層ビル群まで）が一望でき、知る人ぞ知る絶景ポイントとなっており、地元の幼稚園児から高齢者まで多くの方に楽しまれています。 また、大文字山からは南禅寺方面のほか、健脚の方なら山科の毘沙門堂門跡や滋賀県大津市の比叡平まで歩くことができます。 東山山頂周辺には京都市街を一望できる展望台や、将軍塚青龍殿があります。山頂から清水寺、青蓮院門跡、知恩院へ歩いて行くこともできます。 京都伝統文化の森推進協議会（事務局：京都市林業振興課）では、清水寺、青蓮院門跡、高台寺、祇園商店街振興組合等の支援のもと、除伐等の各種イベントやセミナー開催のほか、増えすぎた常緑広葉樹を抜き切りし、ヤマザクラやオオモミジを植栽し、景観的に美しく、山崩れにも強い森林を目指すとともに、トレイル周辺の常緑広葉樹低木類の除伐を行い、明るく歩きやすい安全な散策道にするための事業を実施しています。 なお、本区域は「世界文化遺産貢献の森林」に設定されています。

The Higashiyama Recreation Forest is approximately 190 ha of national forests, located in the east part of Kyoto, accounting for 14 out of 36 peaks in the Higashiyama area (Higashiyama Sanju-Roppo). It is one of the areas that symbolize Kyoto city and its gentle mountainous shape can be viewed from the city. The forest, serving as the background scenery of historically and culturally important shrines and temples, such as Ginkaku-ji Temple, Kiyomizu-dera Temple, Nanzen-ji Temple and Yasaka Shrine, constitutes an integral part of the beautiful landscape of this district. It accommodates various tree species and forest types, varying with location, include Japanese red pine (Pinus densiflora) forests, Japanese cypress (Chamaecyparis obtuse) forests, mixed forests of red pine, cypress and deciduous broad-leaved species, and evergreen broad－leaved forests. The forest provides access and opportunities for the historic spots, natural sceneries, birdwatching and other recreational activities through the Kyoto Trail and other numerous foot paths. The motif of Daimonji depicted by fires, one of the Gozan Okuribi (five bonfires of Daimonji, Myoho, Funagata, Hidari-Daimonji and Toriigata), is located right above the national forest of Ginkakuji-yama, providing a typical summer scenery of Kyoto. The path in the national forest leads to the place for the Daimonji firing, where provides a panoramic view of Kyoto city (and even Osaka city skyscrapers on a clear day), which is a kind of secret among the local residents of all ages who know they can enjoy such a superb view. Moreover, you can walk from Daimonji-yama to Nanzenji Temple, and if you are a good walker, you may enjoy walking on to Bishamon-do Monzeki (temple) in Yamashina within Kyoto or Hieidaira in Otsu city, Shiga Prefecture. Around the summit of Mt. Higashiyama is an observatory giving a sweeping view of Kyoto city and Seiryuden (a subtemple of Shoren-in Temple) in the Shogunzuka Mound. Kiyomizu-dera Temple, Shoren-in Monzeki (temple) and Chion-in Temple can all be reached on foot from the summit. Thanks to the supports from Kiyomizu-dera Temple, Shoren-in Monzeki (temple), Kodai-ji Temple, Gion Shopping Center Promotion Association and others, the Council for Kyoto Traditional Forest Culture (administered by Forestry Promotion Division, Kyoto City) organizes maintenance works of the forests, the seminars on the local forests and other events, controls the population of the proliferating evergreen broad-leaved trees and plant Japanese mountain cherry and maple trees, aiming at beautiful landscapes and strengthen the forest’s resilience to disasters like landslides. The Council also removes evergreen broad－leaved understories growing along the walking trails to keep them bright and safe. This area is designated as a “World Cultural Heritage Contribution Forest.” 

レクリエーションの森 林野庁では、全国の国有林内に、美しい森林景観や豊かな自然に親しんでいただけるよう「レクリエーションの森」を整備しています。 平成28年４月現在、全国に1,055箇所のレクリエーションの森があります。 「レクリエーションの森」のうち、国内外の旅行者の方々に訪れて欲しいレクリエーションの森を、少しずつご紹介していくこととしています。 第一弾は５箇所の紹介です。 

 Recreation Forests The Forestry Agency has established ‘Recreation Forests’ within national forests across Japan to provide the people with the opportunity to enjoy beautiful scenery and rich wilderness in the forest. As of April 2016, there are 1,055 Recreation Forests designated all over the country. This website aims to provide you with a series of information on ‘Recreation Forests’ that we strongly (or proudly) recommend to both domestic and foreign tourists. As our first selection, we would like to introduce to you the following five Recreation Forests.
