my download speed limited KB/s but speed test show download 90+MB/s. my download speed is extremely slow even though my internet speed is fast. Initially, I thought it's about windows and drivers or chrome extensions but guess what, I installed Opera browser and no problem with download speed. AFAIK "stalled" is a status when your programs wants to download, but all connected peers can not seed to you (by different reasons, usually because they hit some limit on their side.).
