App store thinks i downloaded already

In my App Store it says I can open the app, but it's not downloaded on my phone and won't open. If I search on my phone, it initially shows up as being downloaded (I see an open button), but when I click it I go to the App Store with a install button (I see the button that says I can download from the cloud). Delete the Mac App Store apps from your external drive and then re-download the apps to your new SSD.
