Ark mod download stuck

For the past 2 hours, ARK has been validating, then installing, then repeating. I've restarted steam and unsubscribed from all my mods and it's still doing it. Not sure if this is useful, but I also did just buy the Season pass. I'm going to reboot my PC, but I'd appreciate some help! Edit: I resolved the issue. Ok so, Today I decided to install ark again, And play on a modded server.. It downloaded the first 2 mods, then after its stuck on Preparing to download mod.. It says in the right corner "installing 1 mods (Ark eternal Live) Tried multiple fixes already they all dont work. Fixes I tried: Unsub from the mod, Restart PC, Cleared mod folder.  · When I try to join the ARK server I play on, it gets stuck downloading the mods. Tried setting steam to download while in game, tried deleting mod files, reinstalled the game. I can join other servers without mods fine. Client and server are both updated. All discussions on this topic are pretty old and don't have any solutions. Any ideas?

The weird part is that it's trying to download the mods I already have installed. My friend has the same issue when trying to join my server too. I've tried re-downloading all the mods and also removing the mod that it gets stuck on (always the first in the list), but it just gets stuck on the next one then. If anyone has a fix, please let me know. In steam, do the following: in the top drop down menus go to "View" then click "Settings". The settings window will open, there click the tab "Downloads". At the bottom you should have a checkbox named "Allow downloads during gameplay" which needs to be checked for ark (and other games) to be able to download mods e.t.c. while the game is running.
