Restored my phone and apps wont download

I spent the day speaking to different apple representatives and none of us could figure out what to do. After many different attempts, I knew from the start that all I had to do was to get it to turn off but it wouldn't force restart nor go into safe mode or anything. I even tried connecting it to my MacBook Air to restore it again or update it and it wouldn't work.
