Arma 3 launcher not downloading mods

When downloading updates for multiple-files mods, Steam Client will download content but do not update the mod files when any Arma 3 related application Arma 3, Launcher, Publisher is running. Check to see in the launcher where you are saving your mods I was using a separate partition up until recently, and once i got rid of that partition, I forgot to set the default mod location back to the default one, so steam wouldnt download or install any mods because it couldn't find the folder I had listed as the download location.
