I've added port forwarding exceptions to the router, I've attempted to remove the router entirely and connect directly to the modem as well as add the port exceptions to the modem. Download speed aside, have you double-checked that the progress has in fact been reset? Whenever you start downloading the percentage isn't based on the total, but how much is remaining from when you opened the client.
Yes, progress was reset; also download speed is still exceptionally slow. You're lucky your download speed is even slow. Can't download anything here it just stops at about 1. Also make sure you stop all your other downloads, IE torrents, steam etc. If that is the case, your best bet is to turn off the other devices that are eating up the bandwidth if possible or if you can wait download at night when most of your family is sleeping. And double check to see if steam is running, often it eats up alot of my bandwidth, for some reason it takes priority over all my other downloads.

So, it's not this end, the FFXIV did download, not sure on how many attempts we made but it's taken about a week and a bit off an on to achieve this; which is hardly ideal.

You're in the UK. The servers are located in Montreal, Quebec. Most EU users are experiencing bad download speeds due to sheer distance from either the US or the Japanese servers. You're in luck though, because in November they'll be launching European specific servers, which I believe are going to be hosted in either Dublin or Paris, there are two major hosting hubs in those locations, either way, you'll be much closer.
For now, I suggest using WTFast, it's a great service for getting proxy download speeds up. However, I take your point about the servers, I hadn't twigged where they were physically.
