Yes, modding disables achievements, and there is a mod that reactivates them. Certainly some mods are unbalanced or "cheaty", but there's plenty that aren't. Texture enhancements, UI improvements, improved lighting and weather effects, unofficial bug fixes, tons of extra settlement items, etc. There's a lot you can add without breaking the gameplay, so I wouldn't say it's unfair to use mods and get achievements at the same time, especially when you can use console commands to teleport everywhere or move through walls, turn yourself invincible, and Insta-kill everything with the press of a button, but that's fine Nite69 View Profile View Posts.

There may be a few exceptions to this, but generally if you're going to shoot for an achievement, you want to start a game with everything default, no mods, and no cheating.

Thank you for the reply, it answered all of my questions. Doing so will place your game into the "modded" category, which can disable the ability to gain achievements. Just changing some of the default settings outside of certain bounds will do this as well. While I was playing today I actually unlocked the achievement "The Funeral Director" kill zombies on Steam, and I have a modlet which adds the hunger and water meters to the UI, so maybe it only disables achievements in certain circumstances.
