It doesn't make sense that you have enough privilege to get one but not the other. However we cant access the MySQL server and the port over the another network. If you can SSH to that machine, then, yes, you probably can connect to from outside RDS doesn't support this directly, but it is straightforward enough with another machine in the middle, either at your data center or in EC2, which you'd configure as the master from RDS's perspective.

The IO thread pulls binary log events in the binary log to be precise from the master and SQL thread executes them. When people say a slave falls behind they mean implicitly the SQL thread falls behind, not IO thread.
The IO thread is fast faster than the SQL thread because all it has to do is to read an event from the master and write it sequentially to a file a relay log. By default the master holds all it's binary logs indefinitely. I am not sure you will be able to get an official documented answer. This is more in the domain of RDS internal management.
