Legacy mod pack 1.10 wont download

The hoops you have to jump through just to get to a download page, and it never completes. I found a bug. When you put down water and let it fall and then but and block next to it you see some red outlines trought the block.

How do I get it to work? I downloaded it but I didnt have a folder to put it in so I put it in mods and the resourcepacks folder and it still didnt show up? Has anyone had the problem of night looking like daytime? I downloaded this it worked! With an i5 and a rx , on ultra and a render distance of 8, I get around 60 fps. Is that normal?
