Fallout 4 i cant download mods

So my problem at its simplest is the mods that change the hud or the settlement menu in some way don't work. Everything else works fine, but I play for the settlements. If I can't mod them, then suddenly the game looses it's only redeeming characteristic.

I've followed everything listed in the troubleshooting book, even went as far as to re-install everything that is associated with the game including nmm. Before I did this, settlement mods that I had enabled before a certain time frame my trip overseas last year worked fine. After doing a clean install, they all stopped. It's almost like a file that controls the hud and the settlement menu has become read only then jumped ship or the game is stuck default mode.
