Ok so there is an option to directly request Stennis for blood. I was at the corridor talking to as many people as possible and then "time ran out" and had to pass judgement. I still find it difficult to swallow considering that Geralt had to venture all the way across the misted field and sneak into the camp and hold a sword to Henselt's neck to convince him to supply blood. So that was way more viable than "bargaining" with Stennis.

If you let the mob kill Stennis, on the other hand, you can still work to complete the Suspect: Thorak quest but you won't be able to solve The Walls Have Ears.
