So to clarify, then — I should ignore all the things that say to put a layer of moss in closed terrariums… and return the Spanish moss I bought from the store?! Any recommendations on what to use instead? We were planning to use pebbles, then activated charcoal, then moss, then soil and plants.

If the moss has been preserved it will not revive nor will it soften. I imagine the supplier never put his preserved moss outside or in a living garden maybe?? For natural bug control, the idea it to make the bugs work hard to stay, or make the environment inhospitable to them so they move-on and find somewhere else to live. I suspect there are a ton of places for the moths to hide in the dried moss unfortunately.
