Why are there no deepsea sagefish pools
I haven't collected to enough data to be able to predict, or to even determine if its something you can predict. It very would could be completely RNG, but I have no doubts that there is something that affects the catch rate at certain times.

Perhaps the laws of averages quit working or I got ultra-lucky, but I popped one of my Elixirs of Water Walking and went out to where I got fatigue and backed up a little. Faced toward the deep sea and approximately every third cast was Algaefin Rockfish no pool of course the Deepsea Sagefish or Volatile Water. I did this in southern Twilight Highlands.
I did it just enough to cook up a stack of 20 Severed Sagefish Heads. Please someone try it and see if I was just lucky. Comment by The catch rate seems to be dependent on your fishing skill.
At I was catching approximately 1 sagefish every 10 casts. I used my fishing hat and lure which added to my skill and caught 12 sagefish in 15 casts with the rest being driftwood. Could be just dumb luck but I doubt it. Comment by It also makes a dif where in uldum you fish. I was at Ramkahen just off the docks 55 36 and spent 30 mins not catching anything, then moved to Snottz's Landing and the first 4 i fished up were Deepsea Sagefish.
If your in uldum, be sure to be fishing in the right area of open water. It's not all the same. Comment by way off the coast of Dragonmaw Port is a decent place. Have some Elixir of Waterwalking with you go out as far as you can from shore. If you have any water walking elixirs or spells, you can run straight to the wrecked ship in front of the northern-most cannons at Wellson Shipyard. No fuss, no other factions bothering you, just pure open water fishing! By far the best drop rate is in Tol Barad.
If your alliance, zone in and run down to the shore near the Ally base you'll see a ship. I average 12 per 10 mins in this spot. Started with base fishing skill of The numbers for me in both places were about the same, although I think with the higher lure, the non-Murglesnouts hit a little more often. Goto Toll barad, it doesnt matter if your faction controls it or not, get some water walking potions, get the and then go walk out onto the ocean and start fishing.
But what kind of fisherman are you if you don't! And what im saying is that, the higher you can get your fishing level, with enchants and stuff like that, the more likely it seems you'l have luck in catching this fish, But this is only what iv noticed from a few minutes of fishing.
So, I broke it down by time: In one hour fishing, here were my results: 52x Murglesnouts 39x Deepsea Sagefish 20x Algaefin Rockfish 9x Volatile Water Various trash: 10x Withered Kelps 11x tangled fishing lines 17x Empty Rum bottles 19x Empty Clams 15x pieces of driftwood 15x Torn sails 6x tattered cloth I also gained 20 points in fishing skill as well.

Some schools do not spawn unless you completely empty all the fishing schools in the area They are along the coastline where the Algaefin Rockfish schools used to be. I have not seen any Algaefin Rockfish pools since this was told to me - thanks to Ksret for letting me know!
I feel a bit silly because I had been flying past them and ignoring them because I thought they were Algaefin schools. So now we can get our spirit Delicious Sagefish Tail or intellect Severed Sagefish head food fish easily, AND as a secondary bonus it will keep the spawn rate of Twilight Guppy Schools up because people will fish both pools equally.
