Arguments range from poor writing to changing the story midway through development. However, it can be argued that Ryder's personality and PCP usage led him down a path of destruction.

Just found out you can get into this suit without blowing up megaton, simply go to tenpenny's balcony and walk around to the left, there will be a door that dose not require a key. The detonator will be available for use with no sign of Burke, and Megaton can be destroyed for only the Karma and no other compensation. Frank Tenpenny - Died after succumbing to fatal wounds caused by his fire engine losing control and falling off the overpass into Grove Street.

The Tenpenny Tower suite is a location in Tenpenny Tower. The suite becomes available to the Lone Wanderer if they assist Mr. Burke in destroying the town of Megaton and its residents. The Tenpenny Tower suite is located in Tenpenny Tower.

Tenpenny seeks to escape Los Santos and the ongoing riot by plane supposedly fleeing San Andreas with a suitcase full of drug money. Tenpenny emerges just as CJ has killed Big Smoke and tells him he has new recruits in the force who are ready for him to "open their eyes" to his way of thinking. Big Smoke became a treacherous, arrogant, ambicious, selfish, delusional, dangerous and greedy man that he believed Los Santos was his city and, once he died, all would gonna remember his name, although, in fact, he was just a pawn who was used by Tenpenny to take down gangs from Los Santos.

Niko chases Dimitri throughout the city before killing him on Happiness Island. As Doojbagh said, he doesn't have a key, but you can still talk him into giving you some caps in order to kill Crowley it's up to you if you wish to kill Crowley. Some things just never change. When actually meeting Tenpenny himself for the first time it becomes clear that he is not a nice guy. For one he is clearly racist towards ghouls, those being the non-feral kind that is.

That is not even mentioning the fact that he clearly enjoys watching the nuke in Megaton go off. It just shows that the guy loves a good light show even if it comes at the expense of a whole town of people dying. After choosing the evil route and detonating the nuke in Megaton, Mister Burke will provide the player with a key to a suite in Tenpenny Tower that just so happens to be next to Allistair Tenpenny's himself.

The suite serves as a house and functions largely the as the house in Megaton, the reward for disarming the nuke rather than detonating it. It includes a Mister Handy bot as a butler, storage for gear and unique weapons and a place for the bobblehead collection.

Broken Steel is an epilogue that features the river now providing clean water after the Lone Wanderer activates the purifier at the Jefferson Memorial during the main game's finale. A lot of people clearly want that water and that includes raiders. A group of raiders can be seen ambushing a Brotherhood of Steel patrol delivering water outside of Tenpenny Tower every few days.

It is a nice random event that shows the consequences of an action. While exploring around the tower, players will eventually come across a group of non-feral ghouls, led by Roy Phillips and the previously mentioned Michael Masters, trying to get into the safety of Tenpenny Tower. This triggers a side quest where the player is tasked with possibly killing Allistair Tennpenny but he can be convinced to let them in. After a few days, returning to the tower will show that everyone in it is now ghouls instead of humans.

One might think they became ghouls but the truth is far darker than that. When the player confronts Roy about it, he will reveal that they killed all the human residents over what he calls a "misunderstanding".
