Submit Comment. Defining Accidents and Incidents On the surface, they can seem to be describing the same thing, but they are, in fact, quite different. Where required, businesses should liaise with their LA for details of local plans and discuss any special needs they have. High-risk local employers, such as chemical plants, have emergency procedures to follow under the Control of Major Accident Hazards Regulations in the event of accident, explosion or leakage.
The Civil Contingencies Act recognises the importance of ensuring that all organisations and public bodies can continue to function during an emergency or recover quickly from unexpected crises. In this context, crisis planning is often referred to as BCM. BCM is defined by the Government as identifying those parts of an organisation that are essential to its functioning — such as information, stock, premises, staff — and planning how to maintain these if an incident occurs.
The Act requires LAs to promote BCM to organisations in their area and to support local resilience in combination with emergency services. The overall aim of emergency management is to organise, in advance, an effective response so as to minimise the consequences of an unplanned, adverse event and to restore normality as quickly as possible. The purpose is to minimise losses to the organisation or harm to individuals.
Here, risks should be assessed by reviewing vulnerability to possible incidents. The objective is to identify critical functions and ensure that any risk to these areas can be reduced or responded to in an effective way.
Identifying critical points involves considering the importance of each function and estimating how quickly it would have to be re-established after any possible emergency. Anticipating the effect of emergencies on an organisation and devising a response may also include other risk management techniques, eg:.
Procedures should be developed to deal with a full range of scenarios, but they should focus on those scenarios that are assessed as highest risk. Once the critical points have been identified, along with the threats that might affect them and the importance of recovering them, a plan can be put in place identifying what needs to be done and in what order. Recovery plans must include the recovery of essential data, such as records, accounts, insurance, maintenance and staffing records.
Electronic back-up systems should be in place to recover such data if it is lost, eg because of a serious computer fault. External organisations can be consulted on ways to mitigate risks.
For instance, expert advice might be obtained from contractors such as ICT consultants, builders, electricians and heating engineers. Local emergency services might supply advice and guidance materials, or offer talks and briefings. Utility providers publish instructions on what to do should an incident or disaster occur. Procedures should be clearly written in plain language and should contain all the necessary information to allow a user to manage a crisis effectively.
The crisis management plan needs to be supported by regular staff training and exercises designed to test arrangements. The main advantage of a desktop or actual rehearsal is that any weaknesses in a plan can be identified.
It will also identify the roles that key staff have to perform to execute the plan. A debrief is useful after each rehearsal. The essence of crisis management is the ability to respond effectively to an interruption, whatever the circumstances.
In larger organisations, a crisis management team will be assembled with specified roles in the implementation of a plan. In a small business, the implementation of the plan will usually be the responsibility of the business owner. Good internal and external communications are vital for the efficient management of an incident.
The emergency plan should cover communications procedures and may include checklists to ensure these procedures are carried out. Effective public relations communication with reporters and news agencies will also be important in some situations.
It is essential that a continuous monitoring, review and revision process is in place. Crisis management plans are living documents and can never be regarded as being complete or finished.
Following any incident, efforts should be made to debrief and ensure that all staff are OK. Where necessary trauma counselling should be made available and staff may require time off. Occupational therapy services are well placed to support staff in dealing with trauma and returning to work afterwards. All emergency events should be thoroughly investigated afterwards in a process very similar to the accident investigation procedure.
Internal investigations should analyse the contingency response and decide whether procedures were followed and whether they were adequate.
Resilience policies and arrangements should be reviewed in light of the findings of the investigation. Where necessary legal advice should be taken, especially if it is possible that damages may be sought against the company.
A number of BCM standards have been launched in recent years, by which organisations can achieve accreditation and ensure they adopt effective models and procedures. International Standard ISO replaced the earlier British Standard BS and describes the best ways for organisations to plan for and manage the risks of threats to their business continuity. The standard specifies the requirements for setting up and managing an effective business continuity management system BCMS for any organisation, regardless of type or size.
For quick reference use, many businesses develop a summary Emergency Management Procedures document listing essential steps and information which can be used by the person in charge during any emergency.
Emergency management procedures should be clearly written in plain language and contain all the necessary information to allow the person in charge on the day to manage a crisis effectively. Procedures should be such that any member of the management team would be able to pick them up and use them to manage the crisis. All plans should be drawn up with full staff involvement and communicated to staff on induction, during regular training and through any appropriate means of communication, such as at staff meetings and briefings.
Getting staff to and from the workplace is probably the major issue for most companies, and this largely depends on local driving and travel conditions. Snow and ice around the site are also a key factor.
Lack of heating due to boiler or power failure is another obvious risk. Fire is less obvious but the risks of workplace fires actually increase in the winter due to people using different forms of heating.
Winter is a particularly bad time for slips, trips and falls, because of the combination of wet or icy conditions and extra hours of darkness. The Met Office gives advance warning of any imminent severe weather conditions and issues alerts if the weather may present a danger to people and buildings.
It is wise to keep on-hand items such as flashlights and spare batteries. Drivers should carry with them spare clothing and a mobile phone.
A heatwave is a period of time when average temperatures remain abnormally high. Ordinary hot summer conditions can cause health problems for some people. In a heatwave, these effects are magnified. The Government in England has developed a national emergency Heatwave Plan. The plan puts in place arrangements for the Met Office to issue heatwave alerts whenever average temperatures during the day or night rise above certain thresholds set for each region of the country.
Managers should ensure that their workplace has adequate ventilation and access to chilled drinkable water for staff. Additional fans or air conditioning may be fitted if hot weather is predicted. During a heatwave, managers and staff should be alert to the specific symptoms of heat exhaustion and heatstroke, particularly if staff are working outdoors, in hot buildings or are doing heavy manual tasks.
Any fire would constitute an emergency situation and provision must be made for the safe, orderly evacuation of the building. Full details of fire arrangements can be found in the Fire Safety topic. The first step in planning for flood risks is to carry out an appropriate risk assessment.
This involves assessing the actual likelihood of flooding in the vicinity. A map on the Environment Agency website gives a general guide. It includes suggestions on building alterations to keep water out or reduce damage if flood water enters the building.
In all cases, action plans should be based on an assessment of the likelihood, probable depth and duration of floods in the locality. Close attention should be paid to flood warnings on the Environment Agency website or through the national Floodline telephone service Specialist advice should be obtained wherever possible, and contingency evacuation plans for at-risk buildings should be carefully co-ordinated with local emergency response services. A staffing emergency might occur if a large proportion of staff cannot get to work, such as during flood conditions, severe winter conditions, serious disruption to roads or rail lines, or a severe outbreak of staff sickness.
Contact numbers for all staff should be available, including landlines and mobiles, especially for those who live close by and would be least affected by travel emergencies. Additional contingency plans would include arrangements with staff supply agencies.
In the event of a major incident or security emergency in the local area, for instance, a bomb threat or a major security alert or disaster, employers should follow their policies on responding to emergencies. They should be advised by the police and keep alert for official announcements.
Where a risk of violent incidents is identified, employers should have suitable contingency plans in place. This involves the premises being securely locked and everyone kept safely inside rather than evacuated. Any lockdown protocol should always include responsibilities for calling the police and for co-ordinating action. People are advised to Run, Hide and Tell. All staff should receive training on accident reporting procedures and responding to emergencies and crises.
New staff should be provided with the information during their induction. Senior staff should be trained in the techniques and skills to perform accident investigation or analysis.
