Prime Minister Rao crossed these hurdles to become the first non-Nehru to have a full five-year term in office. The importance of the policy shifts initiated in and implemented during Narasimha Rao's tenure is that they have endured over the next three decades through several changes in the political composition of the governments in New Delhi.


In contemporary politics one finds many political leaders craving for power, seeking power and acquiring power, but not knowing how to use that power for the greater good of society and the nation. Narasimha Rao was not a popular or charismatic political leader. He acquired power by accident and had to share it with various factions within his own party. Yet, he made the best and most use of the institutional power that he secured as Prime Minister to nudge India as an emerging economy and a rising power.


Through the subsequent two decades, and under the leadership of two of his worthy successors — Atal Bihari Vajpayee and Manmohan Singh — India recorded higher rates of economic growth, reduced poverty and became a symbol of global hope as a developing country democracy. That legacy has come under threat as the economy falters, social and political divisiveness weaken the polity, and poverty and unemployment are once again on the rise.


Perhaps a turnaround is possible, but it would require a return to the consensual and inclusive politics that one associates with Narasimha Rao. How Narasimha Rao came to champion liberalisation.
