Doing this interaction on the sim will cause a move in screen to pop up, showing every sim from both households. This allows any sim to go from one household to the other, as well as giving the other household simoleons.
If all sims from teen to elder are selected to move to the other household and there are also sims from baby to child, then will have to move in as well. Unfortunately, this is buggy and it will let you play one of the two households randomly, and there's no way to select which one.
It is also possible to add sims to other households on the world select screen. Simply click a house on a world which is owned by a household. On the bottom of a screen, click more and at the bottom there will be a "manage household" option. This will cause the move in screen to pop up, allowing sims to switch households.

If you are "Good Friends" with that sim or higher in the long term relationship and you do friendly socials the option should eventually come up. It will probably come up when your either in friendly stage of discussion or sociable.
Just keep being friendly to the spouse. Also you don't have to be married to move in and vice versa, just because you are married doesn't mean you automatically move in with that sim I have experienced both with my sims.
