Since then, program officials have been developing a new plan to ensure the simulator works as intended. Until this happens, the full-rate production date remains undetermined see figure.

At the same time that the program is resolving risks with the baseline program, DOD is encountering similar cost and schedule increases with its F modernization effort. This increase is, in part, a recognition of all costs, past and future, estimated to be required to complete the effort. Unless the F program accounts for historical performance in the schedule estimates, the Block 4 schedule will continue to exceed estimated time frames and stakeholders will lack reliable information on when the modernized capabilities will be delivered.

As the program progresses toward completing operational testing of the aircraft's baseline capabilities, it still faces risks. DOD is also 3 years into an effort, called Block 4, to modernize the F aircraft's capabilities. With all three of the latter countries having declared F operational, the fighter is now available for combat in every area of potential great-power conflict around the Eurasian periphery.

For instance, the U. Navy and Marine Corps. In Europe, the Netherlands another original partner on December 27 became the eighth nation to declare F operational, meaning it can begin joining Italy, Norway and the United Kingdom on combat missions. Italy, which led other European nations in declaring F operational four years ago, in May conducted its first F intercept in support of Baltic air policing, and in November began operating the jump-jet version of F from the aircraft carrier Cavour.

With Israel and Italy already operating the fighter and other littoral nations looking likely to join the program, F is poised to become the dominant provider of air power in the Mediterranean region for the foreseeable future. This is a remarkable achievement for a program that has been controversial for much of its history, thanks largely to the price-tag associated with replacing a majority of the Cold War tactical aircraft in the U.

However, as the program gradually retired risk during its development, it became clear that F was destined to be what its creators originally envisioned: the most lethal, versatile, survivable tactical aircraft ever built.

Moreover, F is far superior to any previous fighter in its ability to find, fix and suppress hostile emitters such as radar using sophisticated jamming techniques. Such capabilities are not widely understood because much of the technology F uses in surreptitiously collecting and exploiting reconnaissance about adversaries is secret, but countries like Australia and Italy understood from the beginning that they were buying much more than a stealthy fighter—F can do things no previous tactical aircraft could.

These upgrades are essential to stay ahead of military innovations in China and Russia, and involve such arcane activities as expanding the capacity of the onboard electronic-warfare system to defend against emerging threats.

Second, Lockheed Martin made further progress in reducing the cost of operating and maintaining all three variants of the F Nonetheless, under pressure from Congress, the joint program office and contractors will continue to drive down operating costs in even as they seek to enhance the capabilities of what is already the most capable tactical aircraft ever built.

The F program has so many moving parts that few people can understand every facet of the effort on its own terms. However, even in the midst of a global pandemic, Lockheed Martin and its team-mates demonstrated in that the original concept of a stealthy, networked fighter that could meet the needs of three U.

Costs are coming down, capabilities are going up, and operational performance far surpasses that of any other tactical aircraft flying today.
