Ms office validation update
There a lot of complaints in how it interferes with opening documents and excel and I am like "don't need that aggravation". So i asked if MS ever fixed those issue. And of course, since MS don't support it any longer, why am i getting an update. In any case, power went out today, and as the PC rebooted, those updates installed.
Now if it gives any issues I am looking at ways to uninstall it, if that needs arises. You might want to take a look at the Office Online apps. They are dumbed down versions of the desktop apps, but are adequate for short and simple files. They are free with your free OneDrive space. Therefore, I you are working with documents in that format the File Validation Add-in is not necessary as it does NOT do anything with that type of file.
I do things with both. Most of the people i interact with use the Micrososft Word and many use open office programs such as LibreOffice programs. Encourage them to use the new formats:. It enables those old version to open and save in the new file formats. MS no longer provides downloads since Office and earlier have long ago ended support. You will have to find an alternate source for this file.

In some cases, if I check for updates and use "custom install", the Add-In will be listed and I can un-check it and then check the tick box for "don't show me this update again". However, in other cases a manual "check for updates" does not list the Add-In so I can't un-check it to prevent it from coming back and then, at a later time, it gets installed.

This message might be a by-product of the "dangerous" XL message, and we shouldn't pay too much attention to it at this time. Then, try to re-open the "dangerous" XL file. If not, then I suppose I'd need to re-install the OFV right away and try something else to solve the "dangerous" problem.
