On 16 April 2021, Tshepo was accused by the Zondo Commission that he abuses his powers and gave the tenders to either his friends or to people who are loyal to him. He was also convicted as the state-capture. 

He said that all the faults are baseless and untrue as the commission has no evidence to prove him a victim. In fact, the Commission is biased and had all pre-determined plans to prove him guilty. Commission also said that he uses the money of the public to create his own assets and property.
