Wh- words + to-do makes a phrase “someone should do” meaning “wh- すべきか” in a sentence. We don’t directly mention a word, “should” but it’s included in its expression. 

I’ve forgotten [how to get] there.

I’m not at all sure [what to say].

I’d like to know [where to get] the bus for Chelsea.
