Original purpose was to help booth former slaves and poor whites cape with their everyday problem by offering them clothing, food, and other necessities.
Later became to help adjust to their new circumstances. Especially education.

Started as buraue of refugees, freedmen, and abandoned land by U.S Government.
To last one year extended by Congrees over President Johnson 's vote

job was to help freed slaves and poor whites with basic needs
–food, clothing, and shelter (social services)
•purpose shifted to education/training
–set up 4,000 primary schools
–started industrial schools for job training
–started teacher-training schools
•missionaries started schools such as
–Atlanta University, Morehouse College, Clark College
