📝【①：「内緒だから言えない」というときの I can’t say.】
I can’t say.：言えない。
I can't. は相手の提案やお願いに対して断りを入れるときに使えるフレーズです。この場合の can't は強く「無理！」と断っているのではなく「ごめん、無理なんだぁ」のようなニュアンスになります。つまり I can’t say. で「ごめん、言えないんだよね」という言い方になります。カジュアルな言い回しなので、親しい間柄で端的に断りを入れるフレーズです。

sure は「確信する」なので I can't say for sure で「確信・確証はできないなぁ」とか「なんとも言えないなぁ」とか「よくわからないなぁ」いう意味のフレーズになります。自分の考えや答えに100％の自信がないときなどに使えます。
for sure の代わりに「確実／確かに」という意味の for certainや for certainty を使うこともできます。
